The Hague Summit agrees a five per cent defence investment commitment

What happened

Allies agree to invest five per cent of gross domestic product annually on defence by 2035, in two components, with a review in 2029.

The investment commitment is the resourcing premise of everything this module's current phase describes, and its two-component structure is what allows infrastructure and resilience spending to count towards it — which is the link between the political decision and the mobility and sustainment constraints the module treats as binding.
