تعلن Radio Pakistan في 23 سبتمبر تعيين الفريق (المتقاعد) Nauman Mahmood أول أمين عام بموجب اتفاق مكة للدفاع المشترك، على رأس أمانة عامة يجري إنشاؤها في الرياض؛ وتضع التقارير الباكستانية القرار في لجنة إسطنبول المنعقدة في 31 أغسطس، لولاية مدتها ثلاث سنوات. وفي 24 سبتمبر يجتمع وزراء خارجية السعودية وباكستان وتركيا على هامش الجمعية العامة للأمم المتحدة في نيويورك، فيدينون «الهجمات الشنيعة التي استهدفت مدينة مكة المقدسة» والمنشآت المدنية والاقتصادية في المملكة، ويعيدون تأكيد حق المملكة في الدفاع عن نفسها بموجب المادة 51 من ميثاق الأمم المتحدة، ويتفقون على عقد اجتماع لرؤساء أركانهم لبحث سبل مساعدة الرياض بموجب الاتفاق؛ ويصف وزير الخارجية الباكستاني مراجعة التقدم نحو الهياكل المؤسسية، وتصف تركيا مفاوضات فنية. وفي 25 سبتمبر يجتمع رؤساء الأركان — الفريق أول فياض بن حامد الرويلي، والمشير سيد عاصم منير، والفريق أول Selçuk Bayraktaroğlu — في الرياض. ويدين بيانهم، الصادر عن Inter-Services Public Relations الباكستانية والذي أكده وزير الدفاع السعودي، الهجمات، ويسجل العزم على البدء فورًا في ترجمة التزامات الاتفاق إلى تعاون عسكري فعّال، ويسمّي التعاون الاستخباراتي والتنسيق العسكري وتكامل القدرات الدفاعية بوصفها المجالات التي نوقشت. ولم يُعلن عن أي تفعيل أو عملية أو مساهمة بقوات أو ترتيب قيادي أو إجراء.
THE FIRST CONSULTATION HELD UNDER THE AGREEMENT, AND IT IS A CONSULTATION, NOT AN ACTIVATION. For seven weeks the Makkah Agreement had a published undertaking and institutions on paper, and through the heaviest attacks on Saudi territory of this round it produced statements of commitment only; on 16 September Turkish and Pakistani officials said no Saudi request had been received. This week it produced its first act in its own name: the three chiefs met, in the capital of the state under attack, expressly to examine assistance under the agreement, and a Secretary General was named. That is real movement on the ladder from undertaking to mechanism and it is recorded as such. What it is not is the collective-defence clause operating. The ministers grounded Saudi action in Article 51, which is a state's own right rather than the agreement's; the chiefs named areas of cooperation, not a contribution; and nothing published says what response the agreement owes, who decides it or on what threshold. Pakistani reporting that lists possible next steps — early warning, air-defence specialists, liaison officers, joint planning cells — is analysis, not an agreed programme. The observable that separates a forum from a mechanism is unchanged: a contribution named as made under the agreement, or a formal invocation.
