Quiet in the strait, and one report worth recording from outside it. Daily defence-ministry figures stayed inside the ranges the August totals describe — eighteen aircraft sorties with thirteen median-line crossings and eight naval vessels on 9 September is an ordinary day on the current baseline — no exercise was announced, no closure area declared, and no coast guard action against shipping bound for Taiwan's main ports was identified. The supplementary budget approved by the Cabinet on 3 September sat with the legislature without committee action. The one new datum is Japanese reporting of 12 September, sourced to unnamed officials, that Beijing has signalled it could cancel the leaders' meeting scheduled in Washington for 24 September if Washington approves new arms sales to Taiwan. If that linkage is real it moves the approval of a transfer from a procedural question to a diplomatic one, which is a change in how this module should read delivery timetables; it rests on one outlet and anonymous sourcing, and neither government has confirmed it.

Kyodo News reported, in an account carried on 12 and 13 September and attributed to unnamed sources rather than to any official statement, that China has warned it could cancel a planned United States–China leaders' meeting if Washington approves new arms sales to Taiwan. The report places the meeting in Washington on 24 September, following an invitation extended during the United States president's visit to Beijing in May, and says Beijing has restated that Taiwan is a red line in the relationship. China has not officially announced the visit. The last United States package, announced in December 2025 and valued at about US$11 billion, was reported as a record for a sale to Taiwan; the package Taipei has publicly asked to be approved since then remains outstanding, and no new notification, signature or delivery was identified in this window.

Why it matters. This module tracks whether notified transfers and appropriations become fielded capability, and the constraints it has recorded so far are domestic and industrial: a legislature that cut a special budget, a drone bill in committee, a delivery backlog that moves as production allows. A linkage between approvals and a leaders' meeting would add a different kind of constraint, one that operates on the timing of the United States decision rather than on Taiwan's money or on any production line, and that is worth recording even in a week when nothing was approved. Two cautions belong with it. The first is evidential: this is one outlet, anonymously sourced, with no confirmation from either government, and the pattern of Chinese objection to arms sales is long enough that reporting an escalation of it requires more than a single account. The second is analytical: even if the signal is real, the module should not read a delay in an approval as evidence of the linkage — approvals have been slow for reasons that predate any summit, and treating a pause as confirmation would make the claim unfalsifiable. The observable that would separate the readings is an approval or a formal notification before 24 September, or a meeting that proceeds after one.

信心:低 Low, and the grade is about the claim rather than about the reporting. The existence of the Kyodo report and its content are established; what it asserts rests entirely on unnamed sources, has not been confirmed by either government, and concerns a meeting China has not publicly announced. The December 2025 package and its value are matters of record and are given as context, not as a development in this window. Nothing here asserts that any approval has been delayed or that any meeting will or will not take place.
