The EU sanctioned Georgia's Kulevi refinery for processing Russian crude, its first action against a major Georgian company under the Russia sanctions regime. No material change was identified this week in the Armenia–Azerbaijan treaty, TRIPP implementation, Georgia's protest crisis or the Chechen succession file.

The European Union imposed a transaction ban on Georgia's Kulevi refinery over its processing of Russian crude — the first EU measure against a major Georgian company under the Russia sanctions regime. The measure takes effect in six months. The refinery says it intends to move from Russian crude to supplies from Turkmenistan and Kazakhstan.
Why it matters. The sanctions regime has moved from Georgia's general exposure to a named strategic asset. The six-month delay creates a test of whether the refinery genuinely diversifies and whether Georgia can preserve its transit role without becoming part of Russia's circumvention system.
