- Re-established in March 2014 from the Internal Troops as the Maidan government's answer to a security service it did not trust and an army it could not yet rebuild, and filled in its first year by the volunteer battalions of 2014 — Azov among them — that were folded into it as regiments and brigades. The 2022 invasion made it a front-line force: its units fought at Mariupol, Kharkiv and in the Donbas under the army's operational control while their pay, promotion and institutional home stayed with the interior ministry. The 2025 corps reform gave it corps of its own, the 1st built around Azov being the most publicly documented, so that the Guard now holds sectors as a formation rather than lending brigades. The arrangement is the war's clearest case of two parallel military institutions fighting one war, and the reason the atlas carries the Guard as a root rather than under the Armed Forces.
