Burkina Faso is a founding member of the Alliance of Sahel States, from the mutual-defence charter of September 2023 through the confederation treaty of July 2024. The confederation's institutional output is real — treaty, rotating presidency, import levy, joint customs duty, investment bank, biometric passport, unified force and consultative parliament — and its security output is not yet observable. For Burkina Faso specifically the gap is sharpest: it presides over the region's largest displacement crisis and its largest armed mobilisation of civilians, and the insurgencies the pact was built against cross the confederation's internal borders daily while each member still fights its own war.
