Armenia's four land borders reduce to two usable ones: Georgia and Iran. Türkiye and Azerbaijan have been closed since the 1990s, which routes almost all trade through a single Georgian corridor and makes border reopening the largest economic variable in the module.

This is the material basis of Armenian foreign policy. The reason border reopening appears in every negotiation, the reason the corridor question is existential rather than technical, and the reason Armenia's Russian and Georgian dependencies are so hard to reduce all resolve into this system. It also explains the asymmetry in the settlement negotiations: Azerbaijan has routes and alternatives, Armenia has two roads.

Armenia is landlocked and, in practice, half-enclosed. The border with Türkiye has been closed since 1993 and the border with Azerbaijan since the first Karabakh war, leaving Georgia and Iran as the only routes. The overwhelming majority of trade and effectively all of the northward connection to Russia and the Black Sea runs through Georgia, converging on the Upper Lars crossing on the Russian frontier — a single high-altitude route that closes for weather and has been closed for politics. The Iranian route provides a genuine second option but faces sanctions constraints and difficult mountain geography. The consequence is that Armenia pays more for everything, has limited redundancy against any single disruption, and holds an economic interest in normalisation that is structural rather than sentimental. The Lachin corridor, which connected Armenia to Karabakh between 2020 and 2023, is recorded here as a historical system: it does not exist now, and the events around its closure are covered in the humanitarian record.

Near-total and structurally narrow. Georgia carries the large majority of Armenian trade and is the only route to Russia and the Black Sea; Iran is a real but constrained alternative. There is no maritime access, no route that avoids both, and no domestic substitute for imported energy and most goods. Redundancy exists only in the sense that two routes are better than one, and the northern route funnels through a single crossing.

The system's narrowness raises costs across the whole Armenian economy, concentrates risk on a single foreign transit state, and limits the country's ability to diversify away from Russia — because the route to anywhere else runs through Georgia too. It is also why border reopening is treated by Armenian governments as an economic and security question simultaneously: the same act would reduce cost, add redundancy and change the regional relationship in one move.

Two, and both constrained. The Georgian route is the main artery and its northern extension depends on a single crossing at Upper Lars. The Iranian route is genuinely usable and is Armenia's hedge against Georgian disruption, but sanctions limit what can move along it commercially and the mountain road is difficult. Air freight covers high-value goods only. **The two closed borders are the alternatives that do not exist**: opening either — Türkiye in particular — would transform the system, which is precisely why it appears in the diplomacy. Proposed routes connecting Azerbaijan to Nakhchivan across Armenian territory are negotiation subjects, not infrastructure, and are not capacity.

    Why it mattersTbilisi's direction decides more than Georgia's: the BTC and gas pipelines, the Middle Corridor rail, and the Black Sea ports all depend on a state whose EU accession froze in 2024 amid protests, a disputed election and Western sanctions on ruling-party figures. A transit country's politics are everyone's supply chain.

    Why it mattersMost containerised Middle Corridor traffic exits or enters through Poti, making its capacity the route's Georgian bottleneck. Russian forces struck and briefly entered the port in 2008 — a demonstration that Black Sea infrastructure is hostage to regional escalation. The Anaklia project just north — cancelled under Western investors, revived with Chinese participation — will decide whose capital owns Georgia's next-generation capacity.

It is the one outlet that runs through neither Georgia nor Russia, which is why it matters to every account of Armenian diversification — and it runs into a sanctioned economy that was attacked in February 2026, when the crossing was reported closed for some days, which is why it is limited.

Late 2025 – 2026 Впевненість: помірна

The first easing of the system in thirty years, and not through infrastructure. Azerbaijan lifted its transit restrictions on Armenia; Azerbaijan has supplied oil products to Armenia since December 2025; Armenia has permitted Azerbaijani lorries bound for Türkiye to cross its territory since late 2025; and the three governments' joint statement of 10 August 2026 records close to 60,000 tonnes moved to and from Armenia through Azerbaijani territory in a year. Recorded as an easing rather than an opening: the Azerbaijani and Turkish land borders remain closed to Armenian traffic, and the figures are the parties' own. On 24 September 2026 Armenia's economy minister stated that a first Armenian export to Azerbaijan, of aluminium foil, had been made — stated as the first movement in that direction — with no volume or route given.

Gazprom suspended natural gas deliveries to Armenia from 15 September 2026 for scheduled maintenance on the North Caucasus–Transcaucasia pipeline, which reaches Armenia through Georgia, and Gazprom Armenia announced on 25 September that deliveries had resumed, on the schedule given in advance. Gazprom Armenia said supply would be maintained without interruption from domestic reserves and additional volumes imported from Iran. Armenia imported 2.705 billion cubic metres of gas in 2025, of which Russia supplied 2.229 billion — 82 per cent — and Iran 476 million, according to the Public Services Regulatory Commission's figures. The same pipeline was taken out for maintenance in mid-September 2025, so the outage is a recurring window rather than a first. A planned, announced ten-day outage covered by a neighbouring supplier is the least demanding test of substitution available, and nothing about it establishes that Iranian volumes could be sustained at the scale Russian supply represents, or that an unplanned interruption in winter would be covered the same way. Alexey Shevtsov, a deputy secretary of Russia's Security Council, answered his Armenian counterpart Alen Simonyan's statement that Armenia would buy gas wherever it could by warning that other supply would cost significantly more and that commercial purchases of Iranian gas would bring Armenia under US sanctions.
