Podsumowanie

Russia and North Korea concluded a comprehensive strategic partnership treaty in 2024 that includes mutual-assistance language. It formalised an exchange already under way — munitions and, from October 2024, organised ground troops moving one way; hard currency, food, fuel and technology moving the other — and gave it a standing basis rather than a transactional one. The treaty is the element of this relationship with the longest reach: the flows are contingent on a war, and the instrument is not.

Dlaczego to ważne

It is the durable part. Munitions transfers and troop deployments can stop when the fighting does; a treaty with mutual-assistance language between a nuclear-armed state and a permanent member of the Security Council does not expire with the war that produced it, and its consequences are principally outside Europe.
