Podsumowanie

From 2023 North Korea supplied artillery ammunition to Russia at a scale that changed the shell arithmetic of the eastern front, alongside ballistic missile transfers. In October 2024 it went further than any other third state by committing organised ground troops, deployed on the Kursk axis — the first third-country combat deployment of this war. In August 2026 a North Korean missile unit was reported deploying to western Russia, described as around ninety personnel and six launchers with up to a hundred and twenty ballistic missiles. The supply is not assistance at the margins: it addressed the specific constraint Russian artillery faced at the moment it faced it.

It internationalised the war in a way the sanctions architecture did not anticipate. A European conflict now runs partly on Korean production, and the precedent — that a third state can commit organised formations to another state's war without most governments treating it as belligerency — is the part with consequences beyond this theatre.
