In July 2024, after separatist fighters routed a Malian–Wagner column at Tinzaouatène, the spokesman for Ukraine's Defence Intelligence said the rebels had received all the information they needed. Mali severed diplomatic relations within a week, Niger followed, and on 19 August 2024 all three Alliance of Sahel States governments wrote to the Security Council accusing Ukraine of supporting international terrorism. Ukraine's foreign ministry denied involvement, and in October 2024 rejected a Le Monde report of drone supplies to the coalition as false. In the same period a spokesman for the Tuareg alliance told Reuters that it had received no outside help at Tinzaouatène and no Ukrainian assistance, training or money — a denial never withdrawn, though the alliance itself dissolved into the Front that November. On 12 September 2026 CNN reported about fifteen Ukrainian specialists embedded with the Front in training, support and operational roles, with drone flights coordinated remotely from outside the country, on the account of two Ukrainian operators and a Defence Intelligence source. No state has confirmed any of it.

It is the only thread in this module that runs directly to the Ukraine–Russia war, and the only external relationship here that the supposed donor and the supposed recipient both deny. If it is real it explains nothing about who holds ground — fifteen people do not — but it says that Russia's overseas deployments are now adjacent to a state with the expertise and the declared policy to work against them. If it is not real, the allegation alone has already ended Ukraine's relations with two states and put it on a Security Council complaint from three, which is a consequence either way.

What is disputed

WHAT IS DISPUTED: whether Ukrainian support to the northern movements exists at all, and if so whether it is information, training, equipment, operational coordination or some combination. BY WHOM: Ukraine's Defence Intelligence spokesman indicated in July 2024 that information was provided, while Ukraine's foreign ministry has denied substantial cooperation and rejected the drone-supply allegation; the Tuareg alliance's spokesman denied receiving any Ukrainian assistance in August 2024 and framed the connection the following month as a shared adversary rather than a received favour; Mali, Niger and Burkina Faso allege sponsorship of terrorism; Russia's Defence Ministry alleges Ukrainian and European mercenary instructors trained the movements before the Kidal assault; and CNN's Ukrainian participant sources describe a standing deployment. No independent verification of any version has been read.

Credible sources actively disagree about this relationship. That is a stronger statement than weak evidence, and it is not softened here.

• Whether any Ukrainian personnel are in Mali is not established. Vigil publishes no number, no location, no unit and no disposition for them.
• If the deployment exists, its authority, funding and legal basis are unpublished — whether it is a state programme, a Defence Intelligence operation or individuals is not known.
• The 2024 denial by the Tuareg alliance and the 2026 participant accounts have never been reconciled by any party, and the entity changed in between.
• No Africa Corps loss has been credibly attributed to Ukrainian assistance, and no figure for any effect of it exists.

JNIM used drones in Mali from September 2023 and Islamic State Sahel from May 2025, neither with any reported Ukrainian instructor, so the capability does not identify its teacher.
• The Ukrainian statements of 2024 can be read as an admission or as a claim of credit for someone else's success, which an intelligence service has an interest in making whether or not it helped.
• The Russian and Sahelian allegations can be read as evidence of the relationship or as an interest in attributing a domestic insurgency to a foreign state, which both parties have.
