- The ministry describes the service as an integral part of Poland’s deterrence and defence potential, built from professional soldiers and volunteers serving part-time. The 2018 reform pages set it apart from the rest of the reform: while the two commands and the support inspectorate moved under the Chief of the General Staff, the territorial forces’ commander was to remain directly under the Minister until the service reached full operational capability. The portal lists it beside the four regular services as a service in its own right.
