Romania's geography is organised by two features: the Carpathian arc curving through the middle of the country, and the Danube reaching the Black Sea through a broad delta. The first constrains movement within the country; the second is where the theatre meets the Ukrainian war most directly.

- Mountains through the centre, with movement channelled through a limited number of passes and valleys. To the south and east, plain: the lower Danube basin and the Dobruja. The delta itself is a vast wetland of channels, reed beds and shifting islands, with the Ukrainian border running through it.

- Movement across Romania is shaped by the mountain arc, which separates the western and central regions from the Black Sea plain. The Danube is a navigable inland waterway reaching deep into central Europe and is also an international boundary for much of its length. In the delta, the border and the water are the same thing in many places. The Ukrainian Danube ports lie directly across that water, which is why Russian strikes on them are the mechanism behind almost every confirmed entry into Romanian airspace and every fragment found on Romanian ground.

The delta is where this module’s geography touches the Ukrainian war most closely, and it is where most reported drone debris has come down on allied territory. The published institutional facts around it are these. Romania hosts the French-led forward battlegroup, which NATO's own page describes at battlegroup level as of June 2026, and seats Multinational Corps Southeast at Sibiu and Multinational Division Southeast at Bucharest; the NATO Response Force's first deterrence deployment, in February 2022, was to Romania. The United States operates in Romania under a 2005 defence cooperation agreement and a 2020–2030 roadmap that names the Black Sea, and its March 2026 posture testimony records that a brigade combat team previously forward-deployed there was not backfilled, which it attributes to allied progress on the flank. Romania's defence ministry publishes each drone entry and each fragment find, and issues mobile alerts to the population during drone entries, which is why this sector is the best-documented in the module's airspace series and why the civil-resilience layer cites it for population warning. Moldova's electricity system connects westward through Romania, which is the most structural of the three interfaces that admit Moldova to this module. This record explains the ground. The delta frontier is exposed by adjacency rather than by intent: the targets are Ukrainian ports across a river, and what reaches Romania is the margin of those attacks.
