Qatar hosts a Turkish military presence under a 2014 defence agreement, run as a joint force command since 2015 and expanded during the 2017 Gulf blockade. It is the only standing non-Western external force in a Gulf Cooperation Council state, and Türkiye's Gulf role before the Makkah agreement.

Türkiye and the Gulf maintains a presence hosted by Qatar. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Podsumowanie

A Qatar–Türkiye defence agreement of December 2014, ratified by Türkiye in 2015, provided for a Turkish military presence in Qatar; the joint force command was established in 2015 and its base, later named for Tariq bin Ziyad, was expanded during the Saudi-led blockade of Qatar from June 2017, when Türkiye's parliament fast-tracked further deployment. Both governments describe the arrangement as training, exercises and joint operations; no strength, capability or disposition is authored here. Its significance in this module is structural: when Türkiye signed the Makkah agreement in August 2026 it already had a force in the Gulf, hosted by the state that also hosts CENTCOM's forward headquarters and mediates with Tehran.

Dlaczego to ważne

The Makkah agreement is unpublished and untested; the Qatar arrangement is a decade old and real. Together they show Türkiye holding a standing presence in one Gulf state and a defence pact with another, which is the clearest evidence in the module that Gulf security is being built with partners outside the Council and outside the Western alliance system.
