Podsumowanie

The E3 notified the Security Council on 28 August 2025 that Iran was in significant non-performance of the JCPOA, starting the thirty-day snapback process. The Council did not adopt a resolution continuing sanctions relief, and the previously terminated United Nations measures — an arms embargo, an enrichment and reprocessing prohibition, ballistic-missile restrictions, travel bans and asset freezes — returned automatically. The Council of the European Union then reimposed the corresponding EU restrictive measures by its own decision on 29 September 2025. This record carries that EU act. Iran, China and Russia have described the snapback process as legally flawed.

Dlaczego to ważne

The reimposed measures are the legal architecture the whole Iranian economic file now sits inside, and they entered force five months before the war began. Separating the EU's own act from the UN process keeps the module from asserting that a grouping of three states holds a standing bilateral relationship with Iran, which is not what happened.

The Congressional Research Service, the strongest source read, gives 27 September 2025; contemporaneous reporting widely gives 28 September at midnight GMT, which is the same moment described from either side of midnight. A specialist analysis of the IAEA reporting refers to the resolutions as reimposed in October 2025, which most plausibly points at Resolution 2231's 18 October Termination Day — a different fact — but that reading is not confirmed from the source that used the phrase. None of this affects the date of the EU act, which is what this record carries.
