Synthèse

Belarusian territory carried the northern axis of the February 2022 invasion, and Belarusian airspace and training areas have remained available to Russian forces since. No Belarusian units have been committed to combat. Both halves of that are load-bearing: the first is what explains sanctions on Belarus and Ukrainian threat perception on the northern border, and the second is what explains why the northern axis has not reopened. Russian non-strategic nuclear weapons were announced as deployed to Belarus from 2023. Vigil records the existence and declared basis of these arrangements and publishes nothing about their content — no sites, no formations, no strengths and no activity.

Pourquoi c’est important

It is the reason a second front is a permanent Ukrainian planning assumption rather than a live threat, and the clearest case in the module of a state being materially party to a war without fighting in it. A reader who takes "co-belligerent" to mean Belarusian troops are involved will misread the northern border; one who takes the absence of troops to mean Belarus is not involved will misread it the other way.
