Syrian transitional government — Administration autonome du Nord et de l’Est de la Syrie (AANES)

Synthèse

The Autonomous Administration of North and East Syria governed a third of the country for a decade with its own councils, courts, security service and schools. The March 2025 constitutional declaration set out a centralised transitional order that made no provision for it; the January 2026 agreement transferred borders, oil fields and heavy infrastructure to the state and left the administrative merger of AANES bodies, Kurdish-language education, the Asayish and the civil courts to be settled file by file. Both sides describe the outcome differently — Damascus as integration under one state, the administration's leadership as a deferred question of rights and decentralisation — and the interim parliament seated in 2026 has not legislated on it. With the SDF dissolved, this is the file that remains contested, and it is contested in institutions rather than in the field.

Every minority-security question the transition faces runs through whether the state can offer a form of recognition short of autonomy that the northeast will accept. If it can, the northeast is the model; if it cannot, the integration agreement will have moved the guns without settling the grievance that produced them.

• No published instrument states what administrative status the northeast's institutions will hold; the agreement's civil provisions are reported in outline only.
• The extent to which AANES bodies still function — councils, courts, education — after the transfer of the security file is not established beyond individual reports.
• Whether "Kurdish rights" in the US certification criteria and in the administration's own statements refer to the same set of provisions is not clear from the texts available.

• The absence of a settlement can be read as deliberate deferral by a state consolidating its position, or as an open negotiation in which neither side has yet chosen to force the question. The 2026 parliamentary calendar is consistent with either.
