Un groupe russe de quatre navires a atteint Tartus le 7 septembre 2026 — le destroyer Admiral Levchenko, le cargo Sparta, le pétrolier ravitailleur Akademik Pashin et le pétrolier de produits General Skobelev, ce dernier restant au large. Reuters a vérifié par imagerie satellitaire que le Sparta et l’Akademik Pashin étaient à quai à Tartus, et a suivi le mouvement avec une société de renseignement maritime ; les signaux de suivi des navires étaient coupés. Une source militaire syrienne et un homme d’affaires russo-syrien au fait de l’opération ont déclaré que le Sparta avait déchargé des approvisionnements, dont des munitions destinées à Khmeimim et à Tartus. Reuters a précisé ne pas pouvoir vérifier de manière indépendante le contenu de la cargaison ni sa destination. C’est la première mission de ce type signalée depuis le mémorandum d’entente du 9 août 2026, en vertu duquel les installations civiles passent sous gestion syrienne et les installations militaires doivent devenir des centres conjoints de formation et de qualification dans un délai de trois mois. Ces informations ont paru les 14 et 15 septembre, après la date de clôture du précédent bulletin hebdomadaire.

A training centre does not need an ammunition delivery under naval escort, and a port call by a destroyer, an oiler and a sanctioned cargo ship with transponders off is the behaviour of a supply line rather than of a handover. That is the value of the record and also its limit: what is established is the port call, verified from imagery, and what is not established is the cargo, which rests on two interested sources and which the agency that broke the story explicitly declined to confirm. One resupply is not a cycle. The question the module now has to hold is whether a second follows on a comparable interval, because a single sustainment run inside a three-month transition is consistent both with Moscow drawing down in an orderly way and with the transition being a form of words over an unchanged arrangement — and nothing published so far distinguishes them. Read beside the delivery of Russian armour to Tobruk in the same period, it is also a reminder that the Mediterranean logistics architecture this coast belongs to is no longer only Syrian.
