Mali's transitional authorities and the Islamic State's Sahel province since the group's 2015 pledge: a war centred on Ménaka and the tri-border zone, fought by the state with drone strikes and Tuareg allies, with mass killing of civilians as the province's instrument and reprisal its answer.

Un arrangement symétrique : il se lit de la même façon des deux côtés. Rédigé une seule fois, sur une seule fiche.

Synthèse

The province was born of Adnan Abu Walid al-Sahrawi's 2015 pledge to the Islamic State from within al-Mourabitoun and grew in the tri-border zone through massacre-scale violence against communities that resisted it; the Ménaka region campaigns displaced tens of thousands. France killed al-Sahrawi in 2021 and withdrew in 2022, and the state's own war with the province has since been fought where its writ runs thinnest — the Ménaka and Ansongo areas — through air strikes, drone sorties concentrated in the Ménaka, Gao and Kidal regions, and the Movement for the Salvation of Azawad (MSA), the Daoussahak movement that is the army's local ally. After its March 2022 Ménaka offensive the province is assessed to have shifted from mass violence toward holding ground; it fights the state, JNIM, the Azawad movements and the communal militias at once and grows in the seams of their conflicts. In the April 2026 offensive it joined three days after the FLA and JNIM began, took the Labbezanga border post after the garrison had left, and briefly entered Ménaka town before withdrawing under reported Russian pressure — reach exercised where others had made space, not converted into presence. In October 2026 the state's campaign around Ménaka and its cost came together: the army announced a strike on a "major base" about 65 km south-west of the town on 17 October; Reuters' sources describe an operation the previous week in which the MSA and Africa Corps attacked suspected informants; and on 18 October gunmen on motorcycles killed dozens of Daoussahak civilians in camps about 50 km from Ménaka, an attack blamed on the province by community, local and security sources, unclaimed, and described by every account as reprisal. The same day the Ménaka residence of the MSA leader was attacked and the attackers repelled. Neither party has offered talks; no local arrangement of the kind reported between JNIM units and communities in the centre is documented for the province in Mali.

Pourquoi c’est important

It is the war that does not end if the state ever settles with JNIM, and the one in which the state's chosen instruments — drones and a local ally drawn from one community — produce the civilian cost the module's protection file records. Ménaka is where reach, reprisal and the limits of the state's model are all visible at once.

Ce qui reste inconnu

  • The province's claims and the army's statements are the two channels through which most engagements reach the record; neither is verified independently in the Ménaka region, and Vigil adopts no casualty figure from either.
  • Africa Corps' part in the operations the October 2026 killings are said to avenge rests on unofficial accounts; no official account of the preceding operation exists.
  • Which Daoussahak and other communities the state's local allies are drawn from, and what that means for the province's targeting, is described in reporting and not established here.
  • Vigil publishes no order of battle, strength or area-of-control claim for either party, and the absence is structural.

Lectures que les éléments permettent aussi

  • The province's October 2026 killings can be read as reprisal for the state's and the MSA's operations, as the sources say, or as the same pattern of coercion against communities accused of collaboration that the province has applied since 2017; the two readings are not exclusive and the record adopts neither as the whole explanation.

Figure ici parce que l’évaluation propre à la fiche n’est pas la seule que ses sources permettent — et non comme une réserve sur l’évaluation ci-dessus.
