Ce qu’a été cette campagne

Announced at Prague in 2002 and operational from 2004, the NATO Response Force was a rotational multinational force for crises rather than a standing eastern posture. Its 2014 spearhead element deployed for deterrence for the first time in February 2022, and the whole structure was replaced on 1 July 2024.

The replacement changed what readiness means on this flank. A rotational force generated for crises is a different instrument from a larger pool of forces pre-assigned to specific regional plans, and the module's current constraint — whether pre-assigned forces can actually be moved and sustained to where the plans put them — is a consequence of the second arrangement rather than the first.

Synthèse

The NATO Response Force was announced at the Prague Summit in November 2002 and reached initial operational capability in October 2004. It worked on a rotational system: Allies committed land, air, maritime or special operations units for twelve months at a time, with overall command belonging to the Supreme Allied Commander Europe. Under the 2014 Readiness Action Plan Allies created a spearhead force inside it — the Very High Readiness Joint Task Force. In response to Russia's full-scale invasion in February 2022, NATO deployed high-readiness elements of the force in a deterrence and defence role for the first time, to Romania. At Madrid that June Allies agreed a new NATO Force Model, and the transition to it was completed on 1 July 2024, fully replacing the NRF.

Objectifs déclarés

Ce que disent les participants. Chaque entrée cite où la position a été exprimée ; Vigil consigne qu’elle a été exprimée, non qu’elle est vraie.

  • To provide a rapid military response to an emerging crisis, whether for collective defence or for other crisis-response operations, and to act as a driving engine for NATO's military transformation.

Objectifs évalués

La lecture de Vigil, assortie d’un degré de confiance. Tenue structurellement à l’écart des positions déclarées, afin qu’une évaluation ne puisse jamais être publiée comme l’objectif déclaré de quelqu’un.

  • Its single operational use in a deterrence role, in February 2022, is also the clearest evidence of why it was replaced: the instrument that existed for crises was the only one available when the requirement was territorial defence at scale.

A crisis-response instrument

First deterrence deployment, then replacement

High-readiness elements deploy to Romania in February 2022, the first use of the force in a deterrence and defence role; Madrid agrees a new Force Model in June 2022 and the transition completes on 1 July 2024.

Issue et situation actuelle

Fully replaced by the NATO Force Model on 1 July 2024, the same day the Allied Reaction Force launched. The programme is over; references to it survive on current NATO pages, which is why this record exists.

Implications politiques

Rotational contribution ended as the organising principle of NATO readiness, which moved the political question from who contributes this year to what each Ally has assigned to which plan.

Implications militaires

The concept that survived the transition is the smaller agile force, now the Allied Reaction Force; what was added is the larger pool of forces pre-assigned to plans.

Ce qui reste inconnu

  • NATO publishes no force totals, tier sizes or readiness figures for the NRF or its successor on the pages read, and none is carried here.
  • Which units were assigned to the NRF at the point of transition is not published.

Lectures que les éléments permettent aussi

  • The replacement can be read as a change of scale — more forces, held readier — or as a change of kind, from generating a force to assigning forces to plans. NATO's own description of the Force Model as a "larger pool" supports the first; the regional-plan pre-assignment supports the second.

Allied Maritime Command still describes the standing naval forces as part of the NRF's maritime component. The wording is stale rather than contradictory, and no Vigil record reproduces it.
