Announced at Prague in 2002 and operational from 2004, the NATO Response Force was a rotational multinational force for crises rather than a standing eastern posture. Its 2014 spearhead element deployed for deterrence for the first time in February 2022, and the whole structure was replaced on 1 July 2024.
The replacement changed what readiness means on this flank. A rotational force generated for crises is a different instrument from a larger pool of forces pre-assigned to specific regional plans, and the module's current constraint — whether pre-assigned forces can actually be moved and sustained to where the plans put them — is a consequence of the second arrangement rather than the first.

The NATO Response Force was announced at the Prague Summit in November 2002 and reached initial operational capability in October 2004. It worked on a rotational system: Allies committed land, air, maritime or special operations units for twelve months at a time, with overall command belonging to the Supreme Allied Commander Europe. Under the 2014 Readiness Action Plan Allies created a spearhead force inside it — the Very High Readiness Joint Task Force. In response to Russia's full-scale invasion in February 2022, NATO deployed high-readiness elements of the force in a deterrence and defence role for the first time, to Romania. At Madrid that June Allies agreed a new NATO Force Model, and the transition to it was completed on 1 July 2024, fully replacing the NRF.
