Agreed at Warsaw in 2016 as an enhanced presence in the north-east and a tailored presence in the south-east, forward presence doubled after the 2022 invasion and now numbers nine multinational formations in nine host states. Two have scaled to brigade size; NATO calls all nine battlegroups regardless.
Forward presence is the physical answer to the question the module is about: what the Alliance actually has on the ground between the Baltic and the Black Sea, and under whose leadership. It is also the programme that produces the module's most-misread fact — that the formations are called battlegroups regardless of size, so a designation and a scale are two separate claims and neither implies the other.

Synthèse
The Warsaw Summit of July 2016 established an enhanced Forward Presence in the north-east and a tailored Forward Presence in the south-east, which NATO described together as the biggest reinforcement of Alliance collective defence in a generation. Four multinational battlegroups were deployed and fully operational in Estonia, Latvia, Lithuania and Poland by August 2017. After Russia's full-scale invasion, an extraordinary summit on 24 March 2022 agreed four more — in Bulgaria, Hungary, Romania and Slovakia — extending the presence from the Baltic to the Black Sea and roughly doubling the troops on the ground. At Madrid that June Allies agreed to scale beyond battalion size to brigade size where and when required. Latvia became the first host to do so in July 2024 under Canadian framework leadership; Germany began building a permanent brigade in Lithuania from April 2024, inaugurated in May 2025 and due to reach up to 5,000 troops by 2027. The central and south-eastern formations implement the same decision differently, rehearsing rapid scale-up rather than standing at brigade size. NATO established the ninth formation, in Finland under Swedish framework leadership, in June 2026.

The programme's defining property is multinationality rather than mass: a formation manned by several Allies makes an attack on it an attack on all of them in the most literal sense available short of Article 5 itself.
Its exposure is the mirror image. Provision is voluntary and rotational, so continuity is a standing national decision by each contributing Ally rather than a fixed alliance asset.

The programme is still adding and adjusting: the corps layer above two of the formations changed hands in June 2026, and the ninth formation's garrison has not been published.
Adaptations observées
The scale-up decision has been implemented in three different ways: a standing brigade with a rotational framework nation (Latvia), a permanent national base being built to brigade strength (Lithuania), and rehearsed rapid reinforcement to brigade level (Slovakia, Bulgaria, Romania).
Implications politiques
Nine host states, roughly two dozen contributing Allies and nine framework nations make the programme a standing test of alliance cohesion, renewed every rotation.
Implications militaires
Forward presence provides in-place multinational forces; the plans they serve assume reinforcement, which makes mobility and host-nation support the binding constraint rather than the size of the formations themselves.

- The growth from four formations to nine can be read as a change of scale within one concept, or as two different concepts sharing a name — tripwire reassurance in the north-east since 2017 and plan-serving forward defence since 2022. NATO's own language supports the first reading; the change in what the forces are for supports the second.

NATO has published no garrison, lead unit or headquarters for the ninth formation. The Swedish Armed Forces, its framework nation, published in July 2026 a headquarters at Rovaniemi and a Swedish battle group based at Boden; a lead unit and a garrison in Finland remain unpublished.
