Synthèse

Oman established diplomatic relations with Iran on 26 August 1971 and, alone among the Gulf Arab states, has never severed or downgraded them — not in 1979, not in 2016, and not during the 2026 war, in which Omani ports at Duqm and Salalah were themselves struck and Security Council resolution 2817 names Oman among the states whose territory Iran attacked. Omani practice is usually described as positive neutrality: non-intervention and dialogue as a state doctrine rather than sympathy for any party. The relationship carried the February 2026 United States–Iran meeting, which was moved from Istanbul to Muscat, and in August 2026 produced an agreement to establish a joint working group on the future management of navigation through the strait.

Pourquoi c’est important

This is the channel Gulf capitals fall back on when others close. Its durability is not sentiment: Oman is the one Gulf Arab state whose exports leave outside the Strait of Hormuz and the one that co-operates the strait's transit corridor with Iran, so it has both less to lose from Iranian goodwill and more standing to ask for it.
