When commercial transit failed, tens of thousands of seafarers were left aboard ships unable to sail. The International Maritime Organization recorded the numbers, the fatalities and the conditions, and coordinated an evacuation that took months.

Transit became unsafe and vessels stopped moving. On 24 April 2026 the IMO Secretary-General stated there was no safe transit anywhere in the strait, urged maximum caution over potential mines, and recorded 29 verified attacks on vessels and at least 10 seafarers killed.

Approximately 20,000 seafarers were stranded aboard around 1,600 vessels in late April, with dwindling water, food and fuel aboard and a mounting mental-health toll. An IMO-coordinated evacuation began in June covering more than 11,000; about 6,000 remained aboard roughly 500 ships by mid-July. By 11 August the IMO recorded 65 confirmed incidents and 17 confirmed seafarer fatalities.

A chokepoint constraint is a humanitarian condition as well as an economic one, and the people it falls on are not parties to the conflict. The evacuation required the belligerents to refrain from attacking maritime assets while it proceeded, which made crew safety a matter of negotiation between them.
