A ballistic-heavy strike on Kyiv overnight on 31 July met almost no interception, and Ukraine attributed the result to a shortage of Patriot interceptors rather than a shortage of launchers — turning July's political talk of licensed production into an implementation question. The defence leadership crisis stayed live: the command change is settled, the political dispute over procurement reform and ministry accountability is not.

Ballistic-heavy Kyiv strike exposes the gap between Patriot promises and available interceptors
Russia launched 35 missiles, including 27 ballistic missiles, and 185 drones against Kyiv and surrounding regions overnight on 31 July. Ten people were reported killed and dozens injured as of 2 August; residential buildings, public infrastructure and a school were damaged. President Volodymyr Zelenskyy said only one ballistic missile was intercepted and attributed the low interception rate to Ukraine's shortage of Patriot interceptors. Ukraine and the United States have discussed licensing and domestic production of Patriot interceptors at the political level, but no signed or concluded production agreement had been announced as of 2 August.
Why it matters. July's production pledge has become an implementation test. Ukraine's immediate vulnerability is interceptor availability rather than the number of Patriot launchers, while domestic production remains a medium-term proposal that cannot close the present defensive gap. The observable to watch is whether a production or licensing instrument is actually concluded and dated, not whether it is described as agreed.

Protests over the July removal of defence minister Mykhailo Fedorov continued into the reporting window, having run in Kyiv and other cities since mid-July. Fedorov publicly linked his dismissal to his effort to restructure military procurement and tendering. Mykhailo Drapatyi's appointment on 21 July settled the commander-in-chief position and was treated by protesters as a partial answer, but their demands concerning the defence ministry were not met and the ministry remained under an acting minister pending the new cabinet.
Why it matters. The completed military command change should not be read as resolution of the political crisis. What remains unresolved is the narrower and more consequential file: who controls defence procurement, on what tender rules, and to whom the ministry answers. The observable is whether the incoming cabinet settles the ministry with a confirmed appointment and a stated procurement policy, or leaves both open.
