Strengths

Quiet, long-endurance boats in water where a single submarine changes an opponent's calculations out of proportion to its number.

Limitations

Thirty-year-old boats maintained under sanctions with Russian support that has itself been intermittent; availability is unknown; and the shallow, confined Gulf is poor submarine water, which is why they are based outside it. No dispositions are recorded.
