باختصار

Israel and Lebanon have no diplomatic relations and no agreed land boundary. Since the 2026 war Israel holds what the UN calls a forward defence line up to 10 km inside Lebanon. The Trilateral Framework of 26 June 2026 ties its withdrawal to verified disarmament of non-state groups and sets no timeline.

ملخص

The land line between the two states is the Blue Line, identified by the UN in 2000 as a line of Israeli withdrawal and not an international boundary; Lebanon contests points along it, as well as the Shebaa Farms area and northern Ghajar, which Israel holds. The maritime boundary alone was settled, through a US-mediated exchange of letters in October 2022. The cessation of hostilities of 27 November 2024 committed Israel to withdraw within 60 days as the Lebanese army deployed; Israel withdrew in February 2025 but kept five positions and two buffer zones. The 2026 war replaced them with a larger zone: the Secretary-General reports an IDF map of 19 April showing an area up to 10 km north of the Blue Line, including some 55 Lebanese villages and some territory north of the Litani, and a band at sea north of the agreed maritime border. He described the forward defence line as a direct violation of Lebanon's sovereignty and territorial integrity and of Resolution 1701; Israel says it has no territorial ambitions in Lebanon. The two governments then moved to direct, US-facilitated talks: a ten-day cessation of 16 April, extended twice; a conditional ceasefire and pilot zones agreed on 3 June; and the Trilateral Framework signed in Washington on 26 June. The Framework sets a sequence — the Lebanese army restores state authority pending verified disarmament of non-state armed groups, enabling the IDF to redeploy progressively out of Lebanon, zone by zone — and records two initial zones agreed by the two armies. It sets no timeline or end date and does not mention Resolution 1701, UNIFIL, the Blue Line or the Litani. The Lebanese army deployed into areas around Froun, Srifa and Zawtar al-Gharbiyeh in July, according to press reports; no further zone has been reported since.

لماذا يهم

This is the instrument-bearing relationship on the northern front: the withdrawal Israel offers and the disarmament Lebanon undertakes are booked against each other here, while Hezbollah, the subject of the disarmament, signs nothing. With UNIFIL ceasing operations on 31 December 2026 and no successor decided, the Framework's US-supported coordination group and a 2024 Mechanism whose meetings the UN records as suspended are what remain between the two armies.

الاتفاقات

  • Announcement of a Cessation of Hostilities and Related Commitments on Enhanced Security Arrangements and Toward the Implementation of UNSCR 1701 · وُقّع في 2024-11-26

Effective 04:00 on 27 November 2024; circulated to the Security Council as the annex to S/2024/870 (thirteen paragraphs; the enclosed army deployment maps are images only). Lebanon prevents attacks by Hezbollah and other armed groups and confines arms to listed official forces, "starting with" the Southern Litani Area; Israel withdraws south of the Blue Line in a phased plan that "should not exceed 60 days"; a Mechanism "hosted by UNIFIL, chaired by the United States, and including France" monitors it. The deadline was extended to 18 February 2025. It was overtaken by the 2026 war without formal termination; the UN records that the Mechanism suspended its meetings on 18 March 2026.

  • Ten Day Cessation of Hostilities to Enable Peace Negotiations Between Israel and Lebanon · وُقّع في 2026-04-16

Text agreed by both governments and published by the US State Department; in effect from midnight local time on 17 April. Israel keeps self-defence against planned, imminent or ongoing attacks; Lebanon takes "meaningful steps" against Hezbollah and other non-state armed groups; the two states declare they are "not at war" and commit to direct negotiations, including on demarcation of the land boundary. It names no monitoring body and no withdrawal terms. Extended by three weeks on 23 April (recorded by the UN; no State text exists) and by 45 days on 15 May; no later extension text was found.

  • Joint statement on the fourth high-level US–Lebanon–Israel meeting · وُقّع في 2026-06-03

Records agreement to a ceasefire contingent on a complete cessation of Hezbollah fire and the evacuation of Hezbollah operatives from the South Litani Sector, and to advance pilot zones under the Lebanese army's exclusive control.

  • Trilateral Framework Between the United States of America, the State of Israel, and the Republic of Lebanon · وُقّع في 2026-06-26

Signed in Washington between the governments of Israel and Lebanon "with the full support of the United States". Declares an intent to end the conflict and formally conclude any state of war; sets the reciprocal, sequenced process and the pilot zones; commits both to a military coordination group with US participation, which the Secretary of State's statement names the Military Coordination Group for Lebanon. No ceasefire terms, no withdrawal timeline, no end date. A security annex is to complement it and has not been published.

ما لا يزال مجهولًا

  • The Framework's security annex has never been officially published. A text leaked on 29 June 2026 describes one initial pilot zone (the Framework says two), an unnamed third-party verifier and a 24-hour coordination group; the governments neither confirmed nor denied it, and no claim here rests on it.
  • The forward defence line has no agreed or published geometry beyond the IDF maps the UN describes; Vigil does not draw it.
  • A further round of talks reported for 20 October 2026 at US Central Command is described only by press citing unnamed officials.
  • The 2022 maritime exchange of letters was not re-read in the P2 pass and is not authored as an agreement here; the module records no reported change to it.

قراءات تدعمها الأدلة أيضًا

  • The Framework can be read as the start of a peace process, as its text declares, or as an instrument for converting an Israeli military presence into Lebanese disarmament on Israel's timetable. Its absence of a timeline is consistent with both, and the record does not choose.
