- Israel has operated submarines since the 1950s, but the flotilla in its present form dates from the German-built Dolphin class: three boats delivered around 2000, largely financed by Germany, and three enlarged Dolphin II boats with air-independent propulsion, the first two of which arrived in the 2010s. The sixth, INS Drakon, began construction fourteen years before it sailed; its delivery was delayed for months in 2026 when Norway and Denmark barred it from their waters during sea trials under a German flag, and it completed a twenty-three-day passage to enter Haifa on 24 September 2026, where it formally joined the flotilla. The boats are widely assessed by outside analysts to carry a nuclear-capable sea-based capability, which Israel neither confirms nor denies as a matter of policy; that ambiguity is the flotilla's function. In July 2026 one boat surfaced deliberately off Eilat during the Houthi campaign, a signal read across the region, and the flotilla's commander said the sixth boat's value is the number that can be at sea at once.
