- Ukraine's maritime-drone campaign began in 2022 with improvised craft against Sevastopol and became, by 2024, the instrument that pushed the Black Sea Fleet out of the north-western Black Sea. Its institutional homes are three: Defence Intelligence, whose Magura programme is the most publicly claimed; the Security Service, whose Sea Baby craft struck the Kerch bridge; and the navy, which stood up uncrewed units of its own and has since taken a growing share of the strike and reconnaissance work. The 2026 strikes on Novorossiysk's export terminals and, in September, on the base and the frigate Admiral Essen were announced jointly by Defence Intelligence and the navy, which is the division of labour this record describes and cannot resolve further. The navy's uncrewed forces are the part of the campaign that will outlast the war as an institution.
