What is recorded here is the shape of the concession, not its size. A pause restricted to two capitals, lasting as long as a visit, announced by spokesmen rather than written down, is the cheapest possible unit of de-escalation: it is reversible at no cost, it protects the two cities whose damage is most legible to a mediator, and it leaves every front and every deep-strike lane untouched. That is what makes it worth a canonical entry — it is the first time in this negotiating track that the parties have coordinated a reciprocal military restraint at all, and simultaneously the clearest demonstration of how narrow the restraint they can agree on is. The reported refusal of the wider ceasefire is the more informative half. What this establishes nothing about is the negotiation itself: no text is public, no party has described a change in its position on territory or on security guarantees, and a pause tied to a visit expires with the visit. The observable is whether any restraint outlasts the delegation's departure.
