Institutional emblem: European emblem — EUTM Mali is a body of the European Union. The European emblem, drawn in IconSprite.astro from the European Commission's graphical specification of it (blue field; twelve upright five-pointed gold stars on a circle of radius one third of the height, at the twelve hour positions, each inscribed in a circle of one eighteenth of the height). - Широкий район діяльності
- Mali — a headquarters in Bamako and the training camp at Koulikoro, with the area of operations extended to the whole country and to the G5 Sahel states under the 2020 mandate.
- Примітна історія
- Launched on 18 February 2013, weeks after the French intervention, EUTM Mali was mandated to help the Malian armed forces restore their military capacity through advice, education and training, explicitly outside combat operations, and organised as an advisory task force at the ministry and staff level and an education and training task force at Koulikoro. Successive Council decisions widened it: the fifth mandate of March 2020 extended the area of operations to all of Mali and to the G5 Sahel countries and their joint force, and raised the personnel ceiling above a thousand, with twenty-two member states and four partner countries contributing. The 2020 and 2021 coups and the arrival of Wagner ended the premise: the EU suspended operational training and advice in 2022 because it could no longer guarantee that trained units would not operate alongside the contractor force, kept a reduced presence, and in 2024 the member states decided by common accord not to extend the mandate beyond 18 May. The last personnel redeployed to Europe the following day.
- Сильні сторони
- The one sustained institutional investment in the Malian army's training system over a decade, a published mandate and a clear legal end — the closed file this atlas can cite most precisely.
- Обмеження
- Training without the authority to shape who was trained or how they were used; the mission's own stated aim of an army under civilian control was overtaken by two coups, and its suspension in 2022 showed that a training mission has no leverage once the host chooses another partner. Nothing here describes any present activity.
