- Decided by NATO defence ministers in June 2018 alongside the Norfolk command, as the two additions of that year's command-structure adaptation; at initial capability on 17 September 2019 and declared fully operational on 8 September 2021 after NATO's Steadfast Defender exercise. NATO describes its purpose as accelerating, coordinating and safeguarding the movement of allied follow-on forces across European borders, and it reports to SACEUR. Its existence is the clearest institutional evidence that the alliance treats moving forces as a defence task in its own right.

- It makes reinforcement somebody's permanent job. Before it, movement across Europe was a problem every exercise rediscovered; NATO's own 2019 notice framed it as the command that would let forces move across borders and reinforce quickly. It is the European end of the transatlantic line the Norfolk command exists to protect.

- Most of the levers that actually govern cross-border movement — customs, transit permits, infrastructure classification — are national or EU competences rather than NATO ones, and NATO published its peacetime staff at 160 in 2019 and 400 in 2021 with a surge capacity rather than a standing force. This module carries the machinery and publishes no route, sequence, timing or capacity.
