- The American naval command for this region sits in Bahrain and has for decades, which is why the Bahraini access relationship is the most consequential of the Gulf hosting arrangements. Its commander wears three hats — NAVCENT, the Fifth Fleet and the Combined Maritime Forces — and the fact that the same officer runs a US warfighting command and a 47-nation partnership whose stated purpose is countering illicit non-state actors is the single most useful thing to understand about Gulf maritime security architecture. In the current war NAVCENT is the American side of the maritime story: the interdiction of Iranian exports, and the naval dimension of a campaign fought against a state that has claimed the strait is closed.

One officer, three commands. A US Navy vice admiral simultaneously commands the Combined Maritime Forces, NAVCENT and the Fifth Fleet, all co-located at Naval Support Activity Bahrain. The commands are not merged: CMF is a 47-nation partnership with its own stated mission against illicit non-state actors, and its members are not parties to the American war by virtue of belonging to it.
