Po konsultacjach narodowych przeprowadzonych w Niamej od 15 do 19 lutego 2025 r. z udziałem 716 delegatów generał Abdourahamane Tiani podpisał i ogłosił Kartę Refundacji zastępującą konstytucję, został zaprzysiężony na prezydenta na pięcioletni okres przejściowy i rozwiązał wszystkie partie polityczne. Karta wskazuje CNSP jako gwaranta okresu przejściowego, Rząd Refundacji jako władzę wykonawczą, a Radę Konsultacyjną Refundacji jako jego polityczny organ doradczy.
Niger was the first of the three to close its political system, and it did so most completely: Mali revised a charter and Burkina Faso extended an assembly mandate, but Niger replaced its constitution outright and framed the result as a founding act rather than an interim arrangement.
