Finland's accession in 2023 more than doubled the length of NATO's land border with Russia. The frontier runs from the Gulf of Finland to the Arctic through terrain that is difficult in a specific way: not steep, but roadless, waterlogged and forested, with crossings spaced very far apart.

- Boreal forest, lake and peatland for most of its length, rising to open fell country in the far north. Relief is low but the ground is broken by water almost everywhere: Finland has tens of thousands of lakes, and the frontier region is among the least drained. Settlement thins steadily northward until it is almost absent.

- Movement is confined to a small number of roads and to the rail crossings, and the spacing between them is measured in hundreds of kilometres in the north. Off the roads the ground is slow in every season for reasons of water and forest rather than gradient. The crossing regime is a published government decision: the eight land border crossing points with Russia — Vaalimaa, Nuijamaa, Imatra, Niirala, Vartius, Kuusamo, Salla and Raja-Jooseppi — have been closed since 15 December 2023 under a series of Government decisions, most recently that of 4 June 2026, which keeps them closed until further notice; rail traffic at Vainikkala and cargo vessels at the port of Nuijamaa are the published exceptions. That is the clearest demonstration that this frontier is managed at a handful of points rather than along a line.

- The defining variable in this theatre. Deep snow and hard frost from late autumn to spring; a thaw that makes unsurfaced ground impassable; a short summer with continuous daylight in the north and continuous darkness in winter. Seasonal change alters what is possible here more than anywhere else on the flank.

- Lakes, rivers and peatland break the ground along the whole length; in the south-east the Saimaa lake system lies immediately behind the frontier. The Border Guard's barrier fence programme on sections of the border is a published civil project and is not described here beyond that.

- Sparse and thinning northward. The south-eastern sector around Lappeenranta and Imatra is the only part of the frontier with towns close to the line; north of Kuusamo the frontier runs through almost unpopulated country.

This record explains why a very long border is not the same as a very exposed one, and why Finnish defence thinking has historically been about depth and mobilisation rather than about holding a line. The published institutional facts since accession are these. Finland stated that the closure answers instrumentalised migration from Russia, which the Government describes as a serious threat to national security and public order, and Parliament passed a Border Security Act in July 2024 whose extension to the end of 2028 the Government proposed on 3 September 2026. NATO established its ninth forward formation in Finland in June 2026 under Swedish framework leadership, with a headquarters at Rovaniemi published by Sweden and no garrison or lead unit published by anyone; the Multinational Corps Land Component Command North West became operational at Mikkeli in September 2025. Russia's re-created Leningrad Military District, effective 1 March 2024, declares a territory that runs the whole length of this frontier. The United States named Finland in March 2026 among the allies it calls model allies, citing its air-defence development and whole-of-society capability. This record describes the ground and the crossing regime. It does not describe force dispositions, contingencies or any assessment of where anything would happen.

The frontier's length is the fact most often quoted and the least informative: what governs it is the small number of crossings, the season and the depth of the Finnish mobilisation system, none of which a length figure captures. The closure regime is a civil decision about migration and is recorded as such, not as a military posture.

- The Border Guard page read carries no explicit publication date; the closure dates are taken from the Government's linked decisions.
- The far-northern sector, where the frontier meets Norway, is the least documented part of this record and the least visited by any source read.
Government decisions on the crossing regime
The closure is renewed by decision and the Border Security Act has a stated expiry. A reopening of any crossing, or the Act lapsing, is a published change; the current decision runs until further notice.
Publication of a garrison or lead unit for the Finland formation
NATO has published neither. Either would be a change in what can be said about how the northern arrangement works, and this record does not anticipate it.
