Podsumowanie

In 2019 the United States and Poland signed two joint declarations listing planned locations for an enhanced US military presence, and in 2020 the two concluded an Enhanced Defense Cooperation Agreement. The State Department describes the EDCA as supplementing the NATO Status of Forces Agreement, further streamlining the functioning of US forces in Poland, and establishing a mechanism for cooperation on infrastructure and logistical support for enhanced rotational presence. At the Madrid summit in June 2022 the United States announced that a V Corps Forward Command Post, an Army garrison headquarters and a field support battalion would be permanently stationed in Poland — described by the State Department as the first permanently stationed US forces on NATO's eastern flank. The United States also leads the NATO battlegroup in Poland and deploys a rotational armoured brigade combat team under Operation Atlantic Resolve; both are separate arrangements from this agreement and neither is established by it.

Almost every description of the American presence in Poland runs four different things together: a treaty-level agreement, a rotational deployment, a small permanent stationing and a NATO battlegroup. They have different legal bases, different durations, and different people deciding whether they continue. The EDCA is the one that is hardest to reverse and the one least often named, which makes it the most useful of the four to hold separately.

• The source read is a State Department fact sheet dated 20 January 2025. It gives the EDCA's year but neither its signature day nor its entry into force, and no finer precision is claimed here.
• The fact sheet states approximately 10,000 US personnel on rotation in Poland as of its own date. That figure is deliberately not carried as a current fact: rotational strength changes, and no later source was read.
• The United States’ March 2026 posture testimony names Poland as a model ally and states that Europe must assume primary responsibility for conventional defence; what that means for the rotational presence the EDCA supports is not stated, and this record does not infer it.
• The December 2025 defence authorisation is reported to bar the use of funds to reduce US forces in Europe below a stated floor; the statute was not read by this pass and no figure is carried from it.
