Ce qui s’est passé
Une frappe russe tard dans la soirée du vendredi 28 août 2026 a touché une installation militaire à Myla, à l’ouest de Kyiv, et provoqué des détonations secondaires prolongées de munitions stockées. Le bilan signalé s’est alourdi au cours des jours suivants pour atteindre 38 morts, avec une vingtaine de blessés et quatre personnes toujours portées disparues le 30 août ; des immeubles d’habitation et une maison de retraite pour personnes âgées et handicapées ont été endommagés et des centaines d’habitants ont été évacués. Le parquet ukrainien a ouvert une enquête pénale pour négligence présumée dans le stockage de matières explosives à proximité de logements. Les comptes rendus l’ont décrite comme l’attaque la plus meurtrière dans la région de Kyiv cette année et comme la deuxième frappe contre un dépôt de munitions près de la capitale en deux mois.
The lethality of this event was produced mainly by what detonated afterwards rather than by what was delivered, and that distinction is why Ukraine's own prosecutors, not its air-defence command, opened the file. It is recorded here because it belongs to a class of loss this module has otherwise had no canonical entry for: casualties arising from the interaction between an incoming strike and a domestic siting decision, where the state that was attacked is also the party investigating itself. The recurrence — a second comparable event within two months — is the part that makes it structural rather than tragic, because it indicates a practice rather than an incident. What it does not establish is anything about the strike itself: no assessment of how the facility was found, targeted or defended is published here, no inference about air-defence performance is drawn from a single night, and the investigation's finding does not exist yet. The observable is whether the inquiry produces a published finding or a change in siting policy.
