- The maritime militia is real and its existence is not in question: China maintains organised civilian maritime forces under the People's Armed Forces Department system, and their activity in the South China Sea — large numbers of vessels holding position at contested features, in ways inconsistent with fishing — is documented in detail by governments and research institutions alike. That documentation is what makes the Taiwan picture so much weaker by comparison. What is reported around Taiwan is sparser, harder to distinguish from ordinary fishing activity, and attributed with far less confidence. This module therefore holds two claims apart: an established pattern in one sea, and an unestablished one in another. It does not import the first into the second because the same institution is involved.

- Not assessed. The record deliberately makes no capability claim: the militia's value to Beijing, where it has one, is categorical rather than material — a civilian vessel is difficult to answer proportionately — and stating even that as a strength around Taiwan would assert a role the evidence does not establish.

Organisation, tasking, the chain by which direction reaches a vessel, and above all the boundary between militia activity and ordinary commercial fishing are not clear in open sources — least of all around Taiwan.
