From 2020 Australia absorbed a broad set of Chinese trade measures across barley, wine, coal, beef and other exports, following its call for an inquiry into the origins of COVID-19. The measures caused real economic damage. They did not produce the policy change sought, and they were largely wound back over subsequent years as both sides sought stabilisation. That combination — costly, unsuccessful, reversible — is why this module carries the episode at all: it is the most complete recent case of economic coercion applied to a developed democracy, and the closest available evidence for reading the pressure now applied to Japan and applied continuously to Taiwan.

It is the module's only completed coercion case with an observable outcome, which makes it the benchmark against which the Japanese and Taiwanese cases are read. It cuts against the assumption that economic coercion reliably changes a democracy's policy, and it is the reason this module treats the deterrent effect of such measures as an open question rather than a given.
