Synthèse
Relations began in 1992 when Moldova joined the North Atlantic Cooperation Council, succeeded in 1997 by the Euro-Atlantic Partnership Council. Bilateral cooperation started when Moldova joined the Partnership for Peace programme in 1994, and the focus on supporting reform increased from 2006 with its first Individual Partnership Action Plan. NATO describes the main focus of the cooperation as supporting Moldova's efforts to reform and modernise its defence and security structures, and records Moldova as a contributor to the NATO-led peacekeeping force in Kosovo. NATO states that Moldova is constitutionally neutral, that it seeks to draw closer to Euro-Atlantic standards and institutions, and that NATO fully respects its constitutional neutrality.

Moldova is in this module as a strategic interface — its energy and Romanian interfaces affect the flank — and the single most likely way to misread it is to file it as a near-member because it appears beside allied states. It is not: it holds no lens in this module, its territory is not allied territory, and its airspace is not NATO airspace, which is why it contributes no occurrence to the airspace series this module will later publish. A partnership with a neutral state is its own category and this record keeps it there.
