The United Kingdom is the framework nation of FLF battlegroup Estonia, hosted on Estonia territory at Tapa. The forward presence is the most visible thing NATO does on its eastern flank, and it is routinely described as though the alliance had stationed its own troops somewhere. It has not: each formation belongs to a framework nation that chose to lead it and can stop, and sits on the territory of a host that agreed to receive it. That is why the arrangement is a political relationship between two states before it is anything military, and why its continuity is a standing decision rather than a settled fact.
