The Saudi Crown Prince and Prime Minister and the United States President signed a Strategic Defense Agreement at the White House on 19 November 2025, and the United States designated Saudi Arabia a major non-NATO ally. Published descriptions frame the instrument around long-term defence coordination, deterrence, readiness and the integration of defence capabilities, together with substantial arms sales. It was signed three months before the 2026 war opened, and Saudi Arabia did not join the campaign against Iran — a fact this record notes without inferring anything from it about the agreement's terms. Pourquoi c’est important

This is the deepest formal security relationship between an external power and a Gulf state in the module, and it is the benchmark the newer arrangements are measured against — the Mecca agreement with Türkiye and Pakistan, and the Council's own unbuilt integration. What it obliges either party to do in a regional war is exactly what the unpublished text would settle.

• What the relationship produced during the September 2026 Houthi escalation is reported, not official. United States officials were reported on 10 September to have offered expanded intelligence and geospatial targeting support to Saudi Arabia while declining direct strikes on the Houthis and declining to refuel Saudi aircraft, and the Saudi Crown Prince was reported to have raised direct intervention with the United States President twice in one day. Neither government has published an account of any of this, and none of it is authored as a term of the 2025 agreement.
• The agreement's text has not been read. Whether it contains any mutual defence undertaking is not established, and this record deliberately uses the weaker relationship type rather than asserting one.
• Sources differ on the instrument's name: the Saudi state announcement calls it a Strategic Defense Agreement, while at least one reference work titles it a Strategic Mutual Defence Agreement. The difference is material to the type and is unresolved.
