Relations were severed in January 2016 after the Saudi embassy in Tehran was attacked, and restored in March 2023 under an agreement brokered in Beijing. That restoration is the baseline this record describes. The 2026 war has tested it without, on the evidence available, ending it: Saudi Arabia publicly pressed for de-escalation rather than joining the campaign, promoted talks, and co-sponsored the Security Council resolution condemning Iranian attacks on Gulf states — including attacks on its own territory. No announcement of severance by either party has been read. What is not established is how much of the channel functions in practice, which is why the status is `status-uncertain` rather than `active`: Vigil can say the relationship was not ended and cannot say that it is working.

Pourquoi c’est important

The 2023 normalisation was the single largest change in the Gulf's diplomatic architecture in a decade, and whether it survives a war between Iran and Saudi Arabia's principal security partner is one of the open questions of the regional system. A restored relationship that persists through this period would mean something different from one that quietly lapses.

• Whether the embassies are staffed and functioning at their pre-war level is not established. The absence of an announced severance is not evidence that the channel is operating normally.

• Saudi Arabia's public advocacy of de-escalation is read here as consistent with a maintained relationship, but it is equally consistent with a policy of avoiding involvement in a war between two other parties, which would say nothing about the bilateral channel.
