Synthèse

The adversarial relationship dates from 2015 and its Yemeni dimension is outside this module. What brings it into the Iran–Gulf system is maritime: in July 2026 the Houthi movement declared a blockade on vessels calling at Saudi ports, vessel traffic through Bab el-Mandeb fell by roughly a quarter, and Saudi Arabia rerouted its Asia-bound crude through the Suez Canal — turning a voyage of about twenty-four days from Yanbu to South Korea into one of about fifty-four. Security Council resolution 2817 of March 2026 had already condemned threats to maritime security at Bab el-Mandeb alongside those in the Strait of Hormuz, which is the Council itself treating the two waterways as one security problem. The exchange escalated sharply in September 2026: Saudi Arabia says a Houthi wave on 8 September wounded 73 people and halted operations at southern energy facilities, the movement says it was answering more than a hundred Saudi air strikes in Yemen, and on 10 and 11 September the movement took Mokha, Dhubab, the villages beyond them, Perim island and Zuqar — the last stretch of Yemen's Red Sea coast the recognised government held. The Presidential Leadership Council's vice chairman said he had ordered a strategic retreat and an alternative command centre to regroup; government field commanders have stated an intention to retake Mokha. No counteroffensive and no recovery of ground has been reported. A Houthi politburo member stated that navigation in the Red Sea and Bab el-Mandeb remains safe and orderly and that Saudi shipping alone is excepted — the declared position of a belligerent, recorded as such.

Pourquoi c’est important

Saudi Arabia's east–west pipeline exists to move oil away from a contested strait. It delivers that oil to a second contested strait. This relationship is why the module treats Hormuz and Bab el-Mandeb as one coupled system rather than as an exposure and its remedy — and why the largest Hormuz alternative in existence is not the answer it appears to be.

Ce qui reste inconnu

  • Presence on the Yemeni shore of Bab el-Mandeb is not control of passage through it. The Djiboutian and Eritrean shores are opposite and the wider channel lies west of Perim; no independently observed interference with non-Saudi shipping from the new positions has been read, and none is authored. Reported falls in transits are shipowner and underwriter behaviour, recorded as that and not as interdiction.
  • The September coastal position is not settled and is not authored as settled. A stated intention to retake ground, an order to regroup under an alternative command, a counteroffensive and a territorial reversal are four different things; the first two are reported, the second two are not.
  • Damage at the Saudi energy facilities struck in August and September 2026 is not established. Saudi statements record fires extinguished and operations temporarily suspended; the movement's own damage claims are not carried.
  • The blockade's terms, its enforcement and its duration are known from maritime trade reporting and from the movement's own statements. No independent verification of what is enforced against which vessels has been read.
  • Whether any negotiation, ceasefire framework or de-escalation process is running between the parties is not established here. Any such process is a campaign or a set of events, not this relationship.
