One recorded occurrence in the window, and it is the first of its kind in this module's series: an uncrewed aircraft carrying an explosive charge entered Lithuanian airspace from Belarus on 15 September and was shot down. Every earlier entry in the series was overflown, tracked or recovered as debris. Two alliance-level acts follow it: NATO published its Baseline Requirements for Resilience on 17 September, the first public release of that framework, and Allied nations elected the next Chair of the Military Committee on 19 September. No formation changed, no delivery was stated and no legal act was published, which is the ordinary state of a system that moves in months. This is also this module's first brief, and the fourteen standing questions it will be reviewed against were established at baseline on 21 September; from the next cycle they carry review outcomes rather than an opening position.

An explosive-carrying drone entered Lithuania from Belarus and was shot down

Lithuanian authorities stated that an uncrewed aircraft of the Gerbera type, carrying an explosive charge, crossed into Lithuanian airspace from Belarus on 15 September and was shot down. The account was given by the president, the defence ministry and the national crisis management centre. It is the sixteenth confirmed uncrewed entry in this module's series and the first in which a state has reported both an explosive payload and an interception.

Why it matters. The series until now has counted entries that were overflown, tracked to a crash site or identified from recovered debris. A charge carried across a frontier and engaged in the air is a different fact about the same phenomenon, and it is the kind of change the airspace question exists to catch — a change in KIND rather than in count. It also arrived across the Belarusian frontier rather than from the Black Sea approaches, where most of the series sits.

Confiance : modérée The occurrence and the payload are as three Lithuanian state bodies described them and are recorded as their account. No authority has stated who launched the aircraft, and this module states nothing about that: an entry from Belarusian airspace is a fact about a track, not an attribution.

NATO published its Baseline Requirements for Resilience for the first time

On 17 September NATO publicly released its Baseline Requirements for Resilience, the framework against which allies are expected to measure civil preparedness. NATO states that it is publishing them publicly for the first time, to broaden the resilience community and build a common understanding. Resilience Policy Directors met at NATO headquarters on 15 September with the water, communications and energy sectors, and on 16 September with the European Commission and the External Action Service on the EU's Preparedness Union Strategy.

Why it matters. This module's Civil Resilience layer rests on what host states and the alliance publish about civil preparedness, and that has been the layer with the least public material behind it. A framework moving from internal to public changes what can be checked, not what is true: it gives the layer a published standard for the first time, and it is the only development in the window that touches it.

Allied nations elected the next Chair of the Military Committee

At the annual Military Committee Conference in Copenhagen on 18 and 19 September, allied nations elected General Carsten Breuer, Chief of Defence of Germany, as the next Chair of the NATO Military Committee. He takes the post in summer 2027 for a three-year mandate. Admiral Giuseppe Cavo Dragone remains in the chair until then.

Why it matters. The module holds the alliance command structure as an institution and ten of its offices as dated records. This is the second act in 2026 to move senior leadership between allies, after the February redistribution of joint force commands, and it fits the same pattern: European allies taking a larger share of the posts. It changes nothing on the flank today, and the office record says so.

Confiance : élevée NATO's own account of its own conference. An election is not a holding: the office record continues to name the incumbent and carries the successor as elected and not yet in post.

The question asks whether the civilian systems collective defence depends on are being strengthened; a published framework is not strengthening, it is a standard. What it changes is that the layer now has a public benchmark, which it did not have at baseline. No ally's compliance is published and none is inferred.
Cohésion de l’Alliance — Reviewed against the election of the next Chair of the Military Committee on 19 September. A post moving to a German officer in summer 2027 is a decision adopted, not a decision held, and it is the second such this year. Nothing is implemented yet and the office record carries the incumbent.
