Zusammenfassung
The Republic of Artsakh was never self-sustaining. Its budget rested on transfers from Yerevan described as an "interstate loan", its currency was the dram, its residents carried Armenian passports, its army was integrated with Armenia's, and its physical connection to the outside world was the Lachin corridor — after 2020, a single road under Russian peacekeeping guard. Armenia in turn never recognised the entity, which let it fight for territory it did not formally claim. The 2020 defeat reduced the entity to a remnant wholly dependent on that road; the blockade from December 2022 cut the dependence at its one physical point; the September 2023 offensive broke the remnant in a day, and effectively the entire population left for Armenia in under two weeks. The dissolution decree that took effect on 1 January 2024 ended the institution, and with it a relationship whose unfinished business — property, return, the detainees, a hundred thousand new voters — now sits inside Armenian politics rather than between two entities.
Warum es wichtig ist
It explains both why the enclave lasted as long as it did and why it ended as fast as it did: a dependence on one road and one patron is durable until the road is closed and the patron's guarantee is not honoured. The displaced population's claims are the residue of this relationship, and the peace text does not address them.
