Former Nagorno-Karabakh Armenian authorities (Republic of Artsakh) → Armenia

Sustained by a state that never recognised it — the budget, the road and the army that made a de facto republic possible for three decades.

باختصار

The dependence of the unrecognised Karabakh entity on Armenia from its 1991 declaration to its dissolution on 1 January 2024: budget transfers, the Lachin road as its only link, integrated defence and Armenian passports, never recognition. The 2022–23 blockade showed what the dependence was; the 2023 exodus ended it.

Armenia formerly relied on economically by Former Nagorno-Karabakh Armenian authorities (Republic of Artsakh). A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

ملخص

The Republic of Artsakh was never self-sustaining. Its budget rested on transfers from Yerevan described as an "interstate loan", its currency was the dram, its residents carried Armenian passports, its army was integrated with Armenia's, and its physical connection to the outside world was the Lachin corridor — after 2020, a single road under Russian peacekeeping guard. Armenia in turn never recognised the entity, which let it fight for territory it did not formally claim. The 2020 defeat reduced the entity to a remnant wholly dependent on that road; the blockade from December 2022 cut the dependence at its one physical point; the September 2023 offensive broke the remnant in a day, and effectively the entire population left for Armenia in under two weeks. The dissolution decree that took effect on 1 January 2024 ended the institution, and with it a relationship whose unfinished business — property, return, the detainees, a hundred thousand new voters — now sits inside Armenian politics rather than between two entities.

لماذا يهم

It explains both why the enclave lasted as long as it did and why it ended as fast as it did: a dependence on one road and one patron is durable until the road is closed and the patron's guarantee is not honoured. The displaced population's claims are the residue of this relationship, and the peace text does not address them.

ما لا يزال مجهولًا

  • The scale of Armenian budget support is published in Armenian budget documents as a loan and was never fully reconciled in public; no figure is carried here.
  • The degree of command integration between the entity's forces and the Armenian army was asserted by Azerbaijan and denied by Armenia; this record states integration in general terms and does not adjudicate the command question.
  • Whether any residual institutional relationship persists between Armenia and the dissolved entity's former officials — several now on trial in Baku — is a political question the actor records carry, not this one.
