Der Rat der Europäischen Union verabschiedete am 24. September 2026 eine Verordnung, die für zwei Jahre die Einfuhrzölle auf etwa 80 Prozent der armenischen Exporte in die Union aussetzt, mit zollfreien Zollkontingenten für acht Obst- und Gemüseerzeugnisse. Der Rat erklärte, die Maßnahmen seien eine Antwort auf die jüngst von Russland verhängten Handelsbeschränkungen und ihr Geltungsbereich erfasse fast 99 Prozent des frischen Obsts und Gemüses und der Pflanzen sowie mehr als 91 Prozent der Getränke und Spirituosen, die Armenien nach Russland exportierte. Die Verordnung folgt einer Einigung des Rates vom 2. September und einer Abstimmung des Europäischen Parlaments vom 15. September und tritt am Tag nach ihrer Veröffentlichung im Amtsblatt in Kraft.
It is the first EU act this module records that answers Russian economic pressure on Armenia directly, and it is an economic instrument, not a security one: nothing in it touches Armenia's defence, its CSTO membership or the Russian base at Gyumri. What it establishes is that the Union will absorb part of the market Russia closed, for two years. What it does not establish is substitution at scale. Armenian producers still have to reach European buyers through Georgia and the Black Sea, the goods Russia stopped are the goods most sensitive to that distance, and a temporary tariff suspension is not an association or free-trade instrument. The measure is recorded alongside the Russian restrictions it answers, which the module now also carries.
