اعتمد مجلس الاتحاد الأوروبي في 24 سبتمبر 2026 لائحة تعلّق لمدة عامين رسوم الاستيراد على نحو 80 في المئة من صادرات أرمينيا إلى الاتحاد، مع حصص تعريفية معفاة من الرسوم لثمانية منتجات من الفواكه والخضروات. وذكر المجلس أن التدابير تأتي ردًا على القيود التجارية التي فرضتها روسيا مؤخرًا، وأن تغطيتها تشمل ما يقارب 99 في المئة من الفواكه والخضروات والنباتات الطازجة، وأكثر من 91 في المئة من المشروبات والمشروبات الروحية، التي كانت أرمينيا تصدّرها إلى روسيا. وتأتي اللائحة عقب اتفاق للمجلس في 2 سبتمبر وتصويت للبرلمان الأوروبي في 15 سبتمبر، وتدخل حيز النفاذ في اليوم التالي لنشرها في Official Journal.
It is the first EU act this module records that answers Russian economic pressure on Armenia directly, and it is an economic instrument, not a security one: nothing in it touches Armenia's defence, its CSTO membership or the Russian base at Gyumri. What it establishes is that the Union will absorb part of the market Russia closed, for two years. What it does not establish is substitution at scale. Armenian producers still have to reach European buyers through Georgia and the Black Sea, the goods Russia stopped are the goods most sensitive to that distance, and a temporary tariff suspension is not an association or free-trade instrument. The measure is recorded alongside the Russian restrictions it answers, which the module now also carries.
