Abkhazia and South Ossetia separated from Georgian control in the early 1990s, and Russia recognised both after the 2008 war. Almost no one else has. The status question has not moved since; from 2024 the two entities' ties to Russia have sharply diverged, one accepting near-absorption by treaty and the other refusing.
This is the module's second distinct file, and treating it as part of the Armenia–Azerbaijan conflict is the most common analytical error about the region. It has different parties, a different legal question, a different external configuration and no shared pathway to resolution. It also matters as the region's clearest case of a genuinely frozen conflict: nothing is being fought and nothing is being settled, hundreds of thousands remain displaced from the 1990s and 2008, and the daily reality for people living near the lines is administrative rather than military.

Two territories separated from Georgian government control in wars fought as the Soviet Union dissolved: South Ossetia from 1991 to 1992 and Abkhazia from 1992 to 1993, both accompanied by large-scale displacement, predominantly of ethnic Georgians. Ceasefires and peacekeeping arrangements involving Russia held the lines without a settlement for fifteen years. In August 2008, five days of fighting between Georgia and Russia ended with Russian forces in both territories and beyond; Russia recognised both as independent states later that month. Recognition has been extended by a small number of other states and rejected by the large majority of the international community, which continues to regard both as parts of Georgia. Since 2008 the situation has been administered rather than resolved: an EU monitoring mission mandated for all of Georgia patrols the Tbilisi-administered side, having been refused entry to both territories since it deployed; markers have periodically been moved; detentions occur along the lines; and the Geneva discussions and the incident-prevention mechanisms beneath them meet regularly without producing movement on status. Georgia has committed unilaterally to non-use of force since 2010. Since 2024 the two entities' relationships with Russia have diverged sharply — South Ossetia accepting a treaty of near-absorption in May 2026, Abkhazia refusing a narrower bargain and paying for the refusal — which is change of a kind the word "frozen" does not describe.

No party has an instrument capable of changing the territory's international status, which is why that question has been static rather than contested since 2008. Russia does have instruments capable of changing how the territories are governed, and since 2024 it has used them.
The practical dispute has moved from status to administration: boundary marking, crossing points, documentation and access are where actual change occurs, and they affect residents directly.
The two entities are best read as separate bargains rather than as one Russian policy. Abkhazia has a domestic politics capable of refusing terms, and did; South Ossetia does not appear to, and did not. Vigil reads the difference as a function of each entity's internal politics and economic dependence rather than of any stated Russian preference, which is not published.

The wars of the early 1990s
South Ossetia separated from Georgian control in fighting from 1991 to 1992, Abkhazia in fighting from 1992 to 1993. Both involved large-scale displacement, predominantly of ethnic Georgians, and neither produced a settlement.
Ceasefire arrangements without settlement
Peacekeeping arrangements involving Russian forces and international monitoring held the lines. Negotiation formats existed and produced no movement on status.
The August 2008 war and recognition
Five days of fighting between Georgia and Russia ended with Russian forces in both territories and beyond. Russia recognised both as independent states on 26 August; the large majority of states did not.
Monitored, administered, unresolved
An EU monitoring mission deployed with a mandate covering all of Georgia and has never been permitted access to either territory by the de facto authorities. Incident Prevention and Response Mechanisms established under the Geneva discussions in 2009 met at Ergneti and Gali, and the Geneva format itself met regularly without producing movement on status. Marker movement, detentions and crossing-point closures continued and were the file's actual content — fifteen years in which the dispute was administered rather than negotiated.
The entities diverge, and one is absorbed by instrument
The period in which "frozen" stopped describing the file accurately. In Abkhazia an investment agreement signed with Russia in October 2024 produced protests, the abandonment of ratification and the resignation of the de facto president; Russia cut and then restored electricity, funded public salaries, and a leadership acceptable to Moscow took office in April 2025, with a large Russian investment programme announced in April 2026. In South Ossetia the opposite: a Treaty on Deepening Allied Interaction signed with Russia on 9 May 2026 and ratified within days provides for coordinated foreign, defence and security policy, a single economic space, staged integration of energy, transport and telecommunications, and the removal of citizenship restrictions on holding state and municipal office — after which a Russian citizen became de facto prime minister and the de facto president resigned into the Russian presidential administration. Meanwhile Georgia's own European trajectory broke: accession assessed as de facto halted in 2024, at a standstill by the Council's December 2025 conclusions, and the diplomatic-passport visa exemption suspended in March 2026. By August 2026 fuel was moving from Tbilisi-controlled territory into Abkhazia with government approval, framed as confidence-building.

Unresolved, and static only on the question of status. No fighting has occurred since August 2008, no additional state has recognised either territory, and Georgia's claim is unchanged — on that axis nothing has moved in eighteen years. Underneath it a great deal has. The file's live content is administrative and legal: boundary demarcation, crossing points, detentions, documentation, access to services, and since 2024 a widening difference between the two entities. South Ossetia has accepted an instrument that merges its economic space with Russia's and opens its offices to Russian citizens; Abkhazia rejected a narrower version of the same bargain and paid for the refusal in electricity and salaries before accepting a leadership Moscow could work with. Hundreds of thousands displaced in the 1990s and 2008 have not returned and no mechanism exists for them to do so. The word "ongoing" in this record describes an unresolved dispute under active daily administration, not hostilities — and "frozen", applied to the whole file, is now a description that fails the evidence.
