The semiconductor ecosystem centred on TSMC produces the majority of the world's most advanced logic chips, and it is central to Taiwan's economy, its tax base and its international standing. The dependence runs in one direction in the sense that matters here: the industry could in principle be reconstituted elsewhere over a decade, and the state's fiscal and diplomatic position could not be reconstituted without it. That is also why the relationship is being actively changed from outside — substantial capacity has been committed to Arizona, the United States, Japan and the European Union are all courting fabrication investment, and American export-control policy regulates in effect what the industry may sell and to whom. Chinese customers account for a modest share of revenue under periodically renegotiated licences.
